Agree with you. I believe baby steps are what is needed. First chair or chairs to help manage things, then later we define representation and elect same.

I think that we must first be comfortable with our leadership before unleashing them on the world. I think if they are originally set simply to organize us we will get a good feel for who and how we want representation.
Chair and Vice or Co-Chairs are both viable, I just prefer equal to avoid control by any one sector.
