This is a test of the delay in getting back this mail through gnso.icann.org.
www.icann.org and www.iana.org are still failing to provide connection.
This may be a break or this can be a ploy to start a debate over the 
iana system organisation.
I do regret that Kim Davis has not answered my question yet.
