I just got this from my ICANN alerts, I give only the portion that I find interesting;

  ""ICANN - The Internet Corporation for Assigned Names and Numbers

News Alert

________________________________

ICANN is pleased to advise that after an extensive executive search,
Doug Brent has been appointed to the new position of Chief Operating
Officer. This position is key to continuing to improve ICANN's operational
effectiveness.

Doug will be responsible for finance, human resources, IANA,
administration, conferences, and compliance as well as policy. He will be based
in the Marina Del Rey office.""

  I am sure Mr. Brent is a good man. But no man can be responsible developing policy and then enforcing it in a reasonable manner. Kings and Shahs do such things. It means that in any given situation he can declare compliance or noncompliance by simply changing the policy at any given whim.
  This is wrong.
