We created AFRAC to provide that service and others reference services three years ago for France. We lobby for every country to do the same, as a risk and intelligence leak containment precaution. Several ccTLDs are also providing that service. Hopefully most of the National Security Agencies throughout the world rely on their own mirror. I am afraid you are confused by the US positions/interests about what is the networking role of ICANN (which is not defined by the NTIA or lobbying, etc. but results from the digital ecosystem own ecology). Also between the role and needs of the NTIA root file and the root server system. Every serious ISP provides this service. The root server system is only an US political and intelligence gathering tool. I note that I asked a few weeks ago to Karl Auerbach to document the consequences of a stop of the root server system, and that, Karl, you never answered this question.
