This has happened so many times before, and of course with no
consequence to the staff who are responsible. e.g.

The lower staff simply follow the lead of those higher-ranking
incompetent staff who "negotiate" registry contracts for .com or
.biz/info/org that are repeatedly found wanting. ICANN's culture seems
to be the opposite of a meritocracy --- the greater the incompetence,
the better the chances to be promoted.

We need tabula rasa.
