Brandon and all,

  Well when you have followed ICANN for as long as some of us
here have you will begin to realize and sometimes recognize
"ICANN Speak" when you read/see it.

  So basically this is saying ICANN no longer makes policy for
registry operation or management, the registries do that themselves,
and than inform ICANN that they want ICANN's full blessing in
the manner any change in registry operation or management that
registry desires by modifying their contract's with ICANN accordingly.
