Ted,

I wouldn't get too excited about a personal
recommendation from an ISPCP officer.  If you review
the archives of the ISPCP discussion list, you will
note that there has been absolutely no discussion
whatsoever about these contracts among that
constituency's members -- see

One constituency that has actually researched the
issues is the Intellectual Property Constituency that
convened an ad hoc task force headed up by Hector
Manoff and J. Scott Evans.  Their final remarks are to
