Here is the reason that any type of "Governmental" or "Qausi Governmental" or anti governmental concepts fail.
   
  Talk is cheap, rules are meant to be broken and innovators are admired and held in esteem and Billion dollar mansions;

  In the universtity the lowest level classes and indeed subjects are graded on a Bell curve. The good ones are straight up get it right or fail. (with one of only @ 400 BSs as opposed to BAs in my time i know this meaning.) As a teacher of free market economies in the land of communism i know it even better. Heck i married my best student and she makes more mula than youla.;-)....
   
  Point is we move forward and ICANN attempts to catch on or penalize innovation they failed to recognize. So let them set standards and let us stretch them to the limits.
   
  Joe was so good at it he has gone off the radar. Karl wants to be inclusive and Jefsey desires prophecy, Chris wants gaurantees and Palage wants to get it "right".
   
  I want to be below the bell curve radar and beat it.
