The L-root has historically been part of "the IANA function" and ICANN runs it, and accounts for the expenses of running it, under the "IANA" heading. There are lots of folks out there, highly competent folks, who might want to take up the L-root server operation. As it stands, for ICANN to run a root server and to be a policy maker over the root level of DNS is an institutional conflict of interest. --karl--
