It describes an unique identifier for the *format* of a document (not
for the document itself, like DOI or URI could do). It gives no detail
and does not indicate why existing systems like MIME type
(http://www.iana.org/assignments/media-types/index.html) are
insufficient.
The registry
(http://www.nationalarchives.gov.uk/PRONOM/PUID/proPUIDSearch.asp?status=new)
seems extremely poor. Very common formats like Atom (RFC 4287) or RSS
or C source files or Relax NG compact syntax are missing (while
they have a MIME type).
