Very good resolutions, Danny.
I would add:
11. Work to persuade ICANN to adopt a "Responsiveness Policy" which defines maximum periods that ICANN staff can delay before replying to all reasonable mail. "Reasonable" to be decided by a (hopefully independent) ombudsman, to whom complaints can be filed.
12. Work to broaden the upward layer of accountability from DoC of one country to a more collective and representative cross-section of people, and to prevent top-down political interference as demonstrated by the delays over .xxx
13. Work to enable private WHOIS details to be securely cached except where third parties provide reasonable justification for gaining access.
