  With objection or competition;
   
  1. One without ownership or connection with a previous issued TLD
  2. One of charitible benefits
  3. One with educational benefits
  4. One with multilingual benefits

  I am not worried that commercial interests will not be taken care of, or that IP will not defend themselves. Geographic diversity will occur as it is able and should not be dictated.
   
  (however we could try for some dictated morality, it must be homosexual, Buddhist, in Latin, geared toward children and conservative in nature) ;-}

On what basis should we pick an applicant to sponsor a
TLD if two or more applicants have selected the same
string (such as .tel) and all have the requisite
technical skills to manage the TLD?
