Did the Staff even look at the 44 (so far) signatures gathered under the Individuals Constituency comments on the Verisign agreement (see www.icannatlarge.com).
Was it mentioned in their report?

The negative aspects of the proposed agreement are well spelled out and universally supported by the At Large community.
