For your education, Vice presidents rarely draft or recomend parts of 
as draft resolution to the house or representatives or the Senate for
that matter.  The vice president in the american govermental system is
the presiedent of the senate and can as a tie breaker vote on
legislation
being voted upon in the Senate only!  So as a matter of proceedure,
protocol, and well known practice in same, your remark seems
more of a insult of purpose than a ligitimate question.

Please try to get yourself educated more fully in the future, if
you would be so kind before knee-jerking such remarks.
