I think more importantly, (from my reading it has always required), is section C.3.2.
Titled; Monthly Performance Progress Reports. Due on the 15th of each month and clearly public documents, never revealed if done at all.
It appears to me all they (USAG) are doing is changing the existing matrix and gently reminding ICANN of its contractual obligations.
This dovetails so nicely with the egg on face of USA in the WSIS orbit for lack of accounting and accountability that i think there is no coincidence in timing.
