Dear Bruce,
 
I would like to thank you for your timely reminder on January 7 that the terms of certain Names Council representatives had expired at the conclusion of the 2004 ICANN annual meeting.  http://gnso.icann.org/mailing-lists/archives/council/msg00727.html
 
I am somewhat concerned, however, that some of these representatives who are no longer in office have been allowed to vote during Council sessions (13 January 2005).  http://gnso.icann.org/mailing-lists/archives/council/msg00758.html
 
Presumably, this was just an oversight.  
 
I also assume that it is an oversight that allows these representatives that no longer hold office to continue participating on the Council list.
 
I am confident that at the upcoming Council meeting this Thursday, however, you will graciously accord these folk observer status, but will make sure that the necessary rules are followed so that votes aren't cast by people that don't currently hold office.
