It would appear that your memory is wrong. But if that is what you believe ok.
A simple look proves my point - something does not become "abandoned" by decree.
"abandon ship" is an order. The ship either becomes abandoned or it does not. 
Do I exist? Do my posts here exist? - please look at the address.
This still happens to be the longest lasting repository and publisher of ICANN related material on the net. Is it a Ghost ship?
Here is still the most logical place for individual users to become represented by vote.

for stakeholder/user representation if well funded and adequately
promoted. It did work but was undermined by phony and tainted
elections or votes by watchdogs whom were blind or ignored
participants for many and varried invalid reasons. Yet the voting
method/ballots was expectable but perfect.
