A draft White Paper on internet domain name expansion
representing the views of the Business Constituency,
the ISPs, and the Intellectual Property lobby is
available for review at
http://gnso.icann.org/mailing-lists/archives/ispcp/doc5ifauMwqJC.doc

As this white paper seems to be no more than a feeble
reiteration of the earlier December 2002 BC paper "A
Differentiated Expansion of the Names Space" (updated
to attack the auction model), I would recommend that
those interested in this subject matter consider
reading the March 2003 Manheim/Solum Paper: "The
Inefficiencies of Differentiated Expansion: an
analysis and critique of the Business Constituency
position paper on expansion of the top level name
space" available at http://gtld-auctions.net/BC_Response.pdf
