No, that is not a quote from this report it is my compilation after reading the below cited document. Check out the first three pages. If a new Policy Czar could make them live up to the tenets as therein outlined the transfer of dotNET could be the beginning of good.
 
"ALAC liason - Thomas Roessler", once quoted and questioned on his remarks that he would only work with those he chose. The chair here that handed over this list to the GNSO which now has no General Assembly, And was given this new post in exchange for destroying these archives. see; http://gnso.icann.org/mailing-lists/archives/ga/
