I know that most international forums in Asia use english.  I believe most international forums in the EU do.  I thought Africa did.  I also thought the Mideast did.  I have only been to a couple south of Mexico and I thought I remembered that they used English to avoid the pesky little problem between Portuguese, Spanish and Latin American Spanish.
I also perhaps ignorantly thought most IT technical terms were in English and that the entire alphabet soup of support type orgs were in English.  Shucks I may be so ignorant as to think the entire concept of a round table meeting regarding Internet governance was not Spanish in origin but English.
In a seminar I was in yesterday this Puerto Rican and a US/Mexican guy were chatting when one just through up his hands and started speaking English. They both laughed but continued their conversation regarding the Mexican Bolsa in English.
Clearly the lack of being understood is aggravating, but I have never been aggravated by not understanding.
Countries go both ways - some insisting on their cultural original tongue and others actually passing laws that all contracts with foreigners include an English version.

Si te das cuenta, eres el unico que se queja del idioma, ya es hora de que 
pienses que el mundo no se centra en tu idioma, y que es necesario que 
seamos globales, hay muchisimos latinos en esta lista, y no hay nada mejor 
que recibir información en tu propia lengua.
