 ICANN/ICANN't is supposed to be the regulator.  However they do a poor
and sometimes nonexistent job.  Why?  Well to answer that question is
not
all that difficult to do. The top three reasons are as follows:
1.) ICANN doesn't really know how and will be unlikely to learn
2.) ICANN doesn't want to anyway.
3.) ICANN doesn't have on it's staff or board the expertise to do it...
