  Peter has again revived a very good idea here that was proposed
to ICANN back in 1999.  They meaning than CEO Mike Roberts tossed
the idea out the door at the time.  But I bet the IP lobbiests, ect.,
arn't going to like this 'movement' very much!  >;)
