All,
This good news to some but neglects to mention that such authority
is already invested in the executive in the 1996 telcom act Sec. 706(c).
Ergo this proposed and moving forward legislation which has already
passed the house and has made it out of committee in the Senate. The
Lieberman Collins Bill is much more measured and effective.
