All,

  Seems that some of our Brit folks by their fellow Brits
are plagued on an increasing level.  This tells us all that
perhaps service providers in merry old England aren't being
held properly accountable and need some pruning.  What action
steps has the GNSO's ISP and ccTLD constituencies and the 
SSAC taken to reduce or effectively deal with these bad
actors and their enablers?  Seems very few effective
actions have been taken by either...

More than 420,000 scam e-mails are sent every
hour in the UK, according to a report by CPP, which 
http://www.net-security.org/secworld.php?id=9421estimates that
Brits were targeted by 3.7 billion phishing e-mails in the last 12 months
alone. A quarter of us admit to falling victim to e-fraudsters, with the
average victim losing over GBP285. Fake banking e-mails are the most
common method used by criminals, with 55% of those targeted receiving
seemingly legitimate e-correspondence from high street banks.
