[ga] Bridging the gap: More active participation by GA members

All,

  Yesterday Avri made a very good observation.  Seems that
there has been NO GA members providing their input to 
stakeholder or community issues and/or interests in the forums
the GNSO has provided, all be them a bit difficult to utilize.

  Further Avri also made a good point that the former NCUC 'May' be
a good place for GA members to 'Also' more regularly participate.
Still the GA needs to be reinstated IMO and I believe in the opinion
of many long time GA'ers.
