Dr. Joe and all,

China, and therfore "I" root server marches to its own drum
beat. The IANA and ICANN should

have and at least now should recognize that clearly. Seems that the
IANA's and ICANN forsight

was far afield and seemingly remains less than adaquate accordingly.

Indeed the method used to do the Root server distribution of "Legacy
Roots" of which "I" is

one, was horribly concieved and even more horribly implimented as many of us
including

yourself Dr. Joe early on predicted. Such has come to pass.
Indeed also and still, it appears

that a multipul shared root structure would have been better in that at
least routing around

potential damage or outages of or for various reasons, political or
otherwise, would have had

a far less negitive impact. Alas, ICANN's along with the IANA's
leadership as predicted

fumbled the ball, and as a result political considerations from within
Beijing have lead to

the present poor situation accordingly.
