them."

My notes:  I could not agree more with much of what this study clearly
indicates and/or asserts.  What's worse IMHO is that far too often even
NGO's and LEA's seem to make it either difficult for the private sector
to assist, or outright discourage such.  Some NGO's in particular ICANN
for instance is actually part of the cybersecurity problem as they are
not insisting that their Registrars and Registries secure their registrants
data anywhere near adaquately.  Other commercial org's such as Google put up
server based apps ect., that clearly have not been adaquately security tested
before made avaliable to perspective clients/customers/users.  That's just
clearly irresponsible.
