if the Registrants were organized into a body politic and societe that could
provide open discussion and debate. If they could garner themselves into
a process that could produce viable major and minor consensus reports they
could aid the consumer. If they were open and transparent and adopted
cooperations models that allowed for variable suggestions they could impact the
way things are done.</DIV>
