I've regularly asked for a cross-constituency discussion list. The GNSO Council 
should finally create one, to allow members of constituencies to easily 
communicate as a group, on an opt-in basis. Consensus can be formed through 
greater dialogue and understand between ordinary constituency members. 
Reserving that role for themselves as "councillors" has proven to be 
ineffective.
