I do not normally say mean and nasty things but sometimes when it is just so 
blatant you have to call a spade a spade and not a trowel.  Doug Brent is lying 
ICANN is really two things. First, a public benefit nonprofit, private sector 
corporation organized under the laws of the State of California and 
there. Second, ICANN is a global organization of stakeholders, including 
from across industry, governments and individual Internet users.

I think I can speak well to this issue.  ICANN does not allow us individual 
users to participate.  NCUC and ALAC are cases on point.
