A bit of an interesting take and evolving development.
Seems also to me this puts allot of push back of the RIAA
and ICANN's favorite constituency, the IPC leaving them
far less potent if not nearly impotent over time unless court
rulings in the future or ACTA comes to the rescue. The former
is not likely, and the latter is facing international public pressure
that is growing, but not yet being politically considered.
