Just a quick followup to my prior comments:

The quote from Neustar that I referenced from page 123 of:

was missing the most important part, namely:

"If price caps are not included for new gTLDs, then price caps must be removed 
from the .biz Registry Agreement."

That paragraph now makes more sense!
