<DIV> The only way for ICANN to even pretend to have any
moral authority over the .biz of NeuStar is to negotiate some sort of
settlement for Atlantic Root Network and Leah Gallegos from whom ICANN stole
and then sold the TLD to NeuStar. It is well-known that ICANN and the
Department of Commerce had full knowledge of the prior existence and
operation of .biz, if for no other reason, Leah's testimony before
congress and a number of personal exchanges with board members of that time on
the subject. </DIV>
<DIV> Perhaps part of ICANN's delay in setting out new
TLDs is an effort to see what TLDs they would be stealing for re-sale were
registered and operated by those who are less likely to be able to sue
them. That would be smarter than history allows for from ICANN though! More
likely, they are trying to assure their big contributors that such new
offerings would not significantly hurt their current revenue
streams. </DIV>

ANYONE could be foolish enough to gamble with fees to ICANN when you consider
how they do business! Better to spend the money in a casino where at least an

2009<BR><BR>ICANN is today opening a public comment forum on a proposed
amendment from NeuStar to Appendix 6 and 7 of the .BIZ Registry
Agreement.<BR><BR>On 31 October 2008, ICANN posted for public information a
request submitted by NeuStar through the Registry Services Evaluation Process
for a phased allocation process for single and two-character names in .BIZ. The
NeuStar proposal is available at <a

ICANN has undertaken a preliminary determination to determine whether the
proposal might raise significant security or stability, or competition issues.
ICANN's determination is that the proposal did not raise such issues in
.BIZ.<BR><BR>[Note that, from 13 June to 13 July 2008, ICANN conducted a public
comment forum on a proposed single-character second-level domain names
allocation framework (<a

proposal requires an amendment the .BIZ List of Reserved TLD Strings (Appendix
6) and a description of the phased allocation program is proposed to be

biz-alloc-amendment at icann.org will be considered until 15 Mar 2009 23:59
