Joe,
all this is part of an internal competition to the US industry
(ICANN, Unicode, etc.) to control the IANA computers and entries.
This is because they still believe and want to make believe that the
IANA is in control of the Internet. For a while the only technically
credible alternative was the TLDA, and its open roots support. But,
for it to architecturally work, ICANN should have joined and promise
not to conflict with prior TLD names or TLDA should have used and get
supported a DNS class by its own.
This way they missed the change from a "unqiue/open root" issue to
the "how to support the virtual root" issue. This means they are at
least two wars late. The only result of their rigidity and their
"Internet for the Rich [Americans]" proposition is to lead common
sense people to call for common sense solutions, in line with the
reality of our day to day world.
"ICANN Bylaws : Section 3. NON-DISCRIMINATORY TREATMENT
ICANN shall not apply its standards, policies, procedures, or
practices inequitably or single out any particular party for
disparate treatment unless justified by substantial and reasonable
cause, such as the promotion of effective competition."
When Bertrand de la Chapelle (GAC VP) asked for a special care in
addressing developping countries situation, Paul Twomey answered he
had a market to manage. These are worlds apart. I prefer mine.
Because I think it will last a longer time.
