The Governmental Advisory Committee (GAC) Communiqué is out from the Cairo
meeting.

The Governmental Advisory Committee (GAC) of the Internet Corporation for
Assigned Names and Numbers (ICANN) met in Cairo, during November 2- 5, 2008.
48 members, 3 observers and one invited country.  Please find a copy of the

On page three of the communique is says "In its discussions with the Board,
the GAC emphasized the difficulties faced by GAC members in providing advice
to ICANN on matters where documentation is only available immediately prior
to ICANN meetings and only in English".

To understand ICANN is to understand the traditions, principles and actions
of the civil service and a self serving perpetuating bureaucracy.   That in
short is ICANN.  Providing committees with information at the last minute is
an old civil servant trick to ensure limited discussion on issues the civil
service would rather control themselves.   To properly understand ICANN I
strongly recommend any observer looks up the DVD series - yes minister and
yes prime minister for the various tricks used by ICANN to keep everyone
misinformed and out of touch.

Next highlight on page six reads "Further enhancing remote participation
capabilities is the highest priority".  I strongly agree.  This Cairo event
was very poor with respect to keeping people informed remotely.  The world
does not have time to follow the ICANN gravy train around the world.  Proper
real time remote participation is critical.
