  Your much too kind or far too diplomatic.  Much improved
is an overstatement IMO.  Improved, yes.  Much improved,
hardly.

  Given ICANN's well documented history on the introduction
of new TLD's or GTLD's expecting a significant improvement
to good management shouldn't be expected, but should be
required.  Such again would require already known, and
articulated RAA amendments, which so far the ICANN Bod
has not been willing to impose upon it's registries or require
accordingly.  Seems also the ALAC is far too willing to go
along with that.  However as the ALAC really doesn't
legitimately represent any significant number of users or
registrants, that also is not surprising.
