Based on ICANN's silence concerning INAIC, I can only assume this
announcement from INAIC, an ICANN root service - i.e. which see;

http://www.inaic.com/index.php?p=tld-registrars

is by default a valid declaration of TLD sales from an ICANN/IANA approved
TLD registry.
