Unfortunately registries have nothing to do with that. They are no
cops. .Asia has a marketing problem and ICANN has a need for
annoucements but the Internet is not only made of make-believes.
Phishing can be made in polluting DNS servers and in using any domain
name. Including BofA's. This is only a little bit more complex.
However, once phishers have developped the trick because they were
forced into it, there will be DNS no more. Pollution will be a global game.
The same as you do not stop spam with black lists, laws, etc. you
cannot stop phishing that way. The whole Internet architecture is a
problem. Because there are too many people who want to sell illusions
instead of working out solutions.
IDNs technically are an illusion at network level. They are intended
for applications.
The more you build castles in the air, the more they are sensible to the wind.
