Danny,
_every_ domain name can be used for phishing. Starting with icann.org.
The same as _every_ domain name from _everyone_ can be used for spam.
This has nothing to do with the DNS but with IE, Firefox, etc. design
and IETF's choice of Unicode for IDNA.
