The authority for the Inclusive Name Space lies with the TLDA -
www.tlda.org - that is the organization that the former alternative
roots designated as the rightful "authority" to the INS. The TLDA was
in fact first organized right here on the GA.

to further the sale of INS TLDs through INAIC.com and it's agents.
Here lies the fundamental problem with all (.alternate or "official")
root authority efforts.
Where is the universally accepted authority that confers legitimacy on
a "Root authority" or "central INS authority"?
Claims to authority over new territory , such as a "name space", can
arise bottom-up, and become legitimized by general acceptance of
elected authority by the "colonists".
This is American history.
They can also be couped up by strong industry and government forces
and then slowly legitimized and accepted though a consistent show of
"good government".
Once such a coup has succeeded, the only way towards stability is to
help maximize transparency and ensure decision making is in accordance
with the wishes of the majority of the colonists.
I cannot imagine the ITU granting authority to Publicroot, but did you
already apply?
