Contrary to your assertion, although the draft does include the IPC recommendations it also includes recommendations of other constitutencies. The list was compiled based in part on a review of all constituency statements. Some constituencies did not make any concrete recommendations about improving data accuracy.
Well - we, for example, recommended that the focus of the work is shifted
from imposing (practically impossible) verification mechanisms to ensuring
that registrants have simple and easy ways to keep their data updated, as
we think that this would be much more beneficial to the overall accuracy
of the Whois database. I think this is quite a concrete recommendation,
but I don't see it anywhere.
Item 9 in the Best Practices recommendations covers this point.
We also recommended that accuracy provisions in the RAA are immediately
dropped due to their illegality in a number of jurisdictions - something
that is, apparently, completely opposite to your proposed recommendation #11.
The Task Force is tasked with recommendations for improving data accuracy. Your constituency's position on this will be noted as the constituency statement is included in the report. We can discuss these points further on Wednesday's call.
I think that before making any recommendation in our report we should
actually check how many task force members agree with each of them, and
perhaps also report disagreements and minority positions.
I agree that we should try to establish consensus where possible, and otherwise note minority positions.
