[dow2tf] Moving forward

Hello All,

since I have the feeling that we agreed on the questions we like
to ask to the various parties the last item on our agenda before
we can kick off the data collection is our future timeline. To foster 
discussion on this subject I took the freedom to work out a timetable. 

I have to admit that it is no fast track process but rather a realistic
assumption of the time we might really need ;).
