FYI, yesterday Americans for Limited Government released the attached report on 
ICANN. It contains many criticisms and may well be cited in any effort to 
extend the appropriations freeze on the IANA transition or secure a 
Congressional vote on whether the transition should proceed.

Based upon a quick initial review, items of interest include:

·         Lobbying expenditures (pp.5-6)

·         Contributions from foreign entities (pp. 10-11)

·         Criticism of NTIA activities and expenditures (pp.12-16)

·         Advocacy expenditures (p. 17)

·         Criticism of staff hires by Fadi Chehade (p. 18)

·          Relations with China (pp.24-25) – Note: While footnotes 49 and 51 
relate to my Circle ID article raising questions about Fadi’s decision to 
become Co-Chair of China’s WIC, I have had no discussions or other contacts 
with ALG regarding this report and was unaware of their plan to issue it until 
its publication.

The report concludes, “The U.S. oversight role in Internet governance has 
worked. This role should continue. Releasing ICANN and allowing it to go on its 
own way will not improve Internet governance and is fraught with problems…
ICANN should remain a U.S. contractor and the U.S. government should continue 
its oversight role.”
