Explanation:

I would like to avoid casting the discussion in terms of rounds
a-priori.  I realize that historically the council and others have away
spoken in terms of subsequent rounds, and that may still be the right
thing to do and will obviously be discussed.  but I would prefer that
other possibilities not be arguably out of scope.

I would be happy to second an amended motion.
