Mason,
Why would this even be a motion for the GNSO Council? Not sure this is how
we have handled in the past. I am actually not in favor of doing it this
way as it allows debate on a matter that should not be open for debate by
the Council.

Board Seat #13 Election Resolution
Whereas, the term for ICANN's Board Seat 13, currently held by Bruce Tonkin,
ends at the conclusion of the ICANN annual meeting in 2013;
Whereas, Article X, Section 6 of the ICANN Bylaws provide that the GNSO
shall make selections to fill Seat 13 as follows:
a. the Contracted Party House shall select a representative to fill
Seat 13;
Whereas the Contracted Parties House of the GNSO Council has followed the
applicable timeline and selected Bruce Tonkin to continue service as the
Board member for the next term of Seat 13 that shall begin at the conclusion
of ICANN's annual meeting in 2013;
RESOLVED, The GNSO Council acknowledges the selection of Bruce Tonkin by the
Contracted Parties House to fill ICANN Board Seat 13 and directs the GNSO
Secretariat to make the necessary notifications to the Board and the
community.
