Dear Ching,

Steve and I have consulted with Marika Konings, who is very familiar with
the Policy Development Process and the requirements in the PDP Manual and
Bylaws.  She notes that the PDP Manual does foresee the option to postpone
consideration of a Final Issue Report, but notes that this should only be
used sparingly and the Council should generally endeavour to vote on the
initiation of a PDP within 90 calendar days of the receipt of the Final
Issue Report. In addition, any decision to suspend consideration of the
Final Issue Report is to be accompanied by a proposed timeline for further
consideration, including a timeline for a vote on the initiation of the PDP.

The way forward the staff have suggested in the Final Issue Report and in
the motion is to actually initiate the PDP, but delay the next step: forming
a drafting team to develop the Charter, until the Expert Working Group (EWG)
on gTLD Directory Services has completed its work, with a concrete point in
time at which the status will be reviewed. This would also allow staff to
start working on some of the data gathering required to help inform the PDP
deliberations as well as enable a 'quick' start as no further intermediate
votes would be required for the drafting team to start working on the
charter once the EWG completes its work (or based on the direction of the
GNSO Council at the end of May 2013). It will be up to the Council to decide
how to proceed.

Hello Julie, 

Thanks very much for preparing the report and draft motion. Quick question
though (as discussed with Steve Sheng) -- the motion actually suggested the
council to initiate a PDP (for IRD rec 2) in order to wait for the result
from expert group of directory service. I am a bit confused here as the
context of PDP is for the Council to act on something instead of waiting or
delaying. I'd appreciate if you or others can provide further insight here.
