It is also available online at: http://www.melbourneit.info/news-centre/Releases/Melbourne-IT-updates-trademark-protection-discussion-paper.xml Melbourne IT has offered some comments on the current IPC/BC proposals. The paper still believes there should be some threshold for some of the mechanisms - such as reservation across gTLDs - but it has simplified the criteria for identifying a high at-risk mark.
