Melbourne IT has updated its paper on additional rights protections.   See 
attached.

Melbourne IT has offered some comments on the current IPC/BC proposals.   The 
paper still believes there should be some threshold for some of the mechanisms 
- such as reservation across gTLDs - but it has simplified the criteria for 
identifying a high at-risk mark.
