Thank you Stephane and my CPH colleagues.  I have an enormous task trying to 
follow someone as capable and well-versed as Jeff.  On behalf of the CPH, let 
me say thanks to him for his outstanding service as Vice Chair and for all the 
work he's done for the benefit of the council and community.
