invitation. <br> In sending invitations both to Stéphane and to Chairs of
stakeholder groups, I wanted to keep the door as open as possible to whoever
wanted to volunteer to be part of the working group. I realise that my
knowledge of GNSO Council procedures and GNSO stakeholder groups is limited,
hence if you feel that someone from Council should take part, whilst at the
same time, someone from each Stakeholder group should take part, that's okay
with me.<br> <br> The rules in At-Large regarding working groups do not limit
who can take part, especially if there is a specific invitation to other
SOs/ACs to take part.<br> <br> To answer Stéphane's comment, when presenting
the proposal at the ICANN Costa Rica conference, we received many comments of
support but also heard concerns, hence the wish to involve the whole ICANN
community as early as possible. Happy to discuss this at your leisure.<br> <br>

and communities. I am also copying the other SO and AC Chairs as I believe the
concept of an ICANN academy is relevant to all of them.<br> <br> As an initial

academy is great, I am surprised however that the mandate for this WG should be
