You have no doubt seen this announcement on the publication of the Whois Review 
Team's final report:

Although the report itself is long, I would encourage you to read the 11-page 
exec summary, or at least the recommendations summarized from page 7 onwards. 
The GNSO has already, and can expect to continue working on WHOIS, so the W 
RT's recommendations should be known to us.
